Can foreigners buy property in Pattaya?

Yes, in a condominium. Foreigners may own condo units outright in the building's foreign quota, which is capped at 49% of its total floor area. The remaining 51% is Thai quota, which a foreigner cannot hold directly. Land is different: foreigners cannot own it, so a villa or house is normally taken on a registered lease or held through a Thai company. Of the 374 Pattaya properties we list for sale, 254 are foreign quota, 66 Thai quota and 42 held by a Thai company.
