The Riviera Monaco is the cheapest way into this group, but read the ownership line first. Its ฿2,059,900 studio is held by a Thai company, and its cheapest one-bedroom is ฿2,689,900 on Thai quota.
Copacabana Beach Jomtien has the most listings, with 26, and a 59-storey tower with direct beach access. Its 49th-floor one-bedroom of 29 m², with a sea view, on foreign quota, asks ฿4,200,000 and is let month to month.
Thai law lets a foreigner own a condo unit freehold in their own name, but only within 49% of a building's total unit floor area. That share is called the foreign quota. Of these 197 listings, 107 are on foreign quota, 67 on Thai quota, 13 are held by a Thai company, 3 offer either quota and 7 do not say.
The two sitting tenants pay ฿7,000 and ฿8,500 a month, which works out at a rough gross yield of about 7.1% and 6.6%. Gross yield is a year's rent divided by the price, before the common-area fee, empty months and tax, so treat it as a ceiling.
Wikipedia's article on Jomtien Beach describes a 6 km beach about 3 km south of Pattaya, with high-rise condominiums and a following among foreign retirees and Bangkok second-home owners.
